There have been times, however, where a reviewer will change his/her mind about his/her own comments, sometimes without warning. One review, he/she might ask for something, but when we resubmit the plans for a second review, that comment might be gone, regardless of whether or not we actually made the change. Most often, however, once a reviewer has a particular mindset about the way he/she wants a plan to look, it takes a lot of negotiation to make even the smallest changes. It's frustraingly political.
