		<description>They require that we resubmit the plans with their original comments and responses to them, so that they can actually see what they wrote before.  There have been times, however, where a reviewer will change his/her mind about his/her own comments, sometimes without warning.  One review, he/she might ask for something, but when we resubmit the plans for a second review, that comment might be gone, regardless of whether or not we actually made the change.  Most often, however, once a reviewer has a particular mindset about the way he/she wants a plan to look, it takes a lot of negotiation to make even the smallest changes.  It&#039;s frustraingly political.</description>
